RELMA: Microsoft.ACE.OLEDB.12.0 provider is not registered on the local machine

I have just installed RELMA. It will not launch. The full error is:
The ‘Microsoft.ACE.OLDEDB.12.0’ provider is not registered on the local machine.
The program cannot function without a valid LMOF database.

During installation, a window opened up to install dependencies but it just stayed blank and did not say it was installing anything.

The download link for Access Database Engine 2010 given here did not work.

According to this post Microsoft has recently removed the download. One reply linked to Microsoft.ACE.OLEDB.16.0 but installing this did not fix the error. Another reply gave archived download links for Access Database Engine 2010, but these did not work either. (The installed engine had version 14.0.7015.1000).

Please let me know if anyone has an archived version of the correct Access database engine they can share. It sounds like REMLA needs to update to version 16.0 if Microsoft has withdrawn support for 12.0.

I am running Windows 11 Enterprise (23H2) with Microsoft Office 365 (16.0.17928.20156) and Access v 2408.
